Higher octane gas is less likely to prematurely ignite therefore can stand higher compression...thereby able to be used in higher performance engines...
For a car that requires premium gasoline...sure you could use cheap regular gas and most likely that engine has a knock sensor to delay the ignition timing....but doing that results in loss of horsepower and gas mileage.....so in the end by saving money on gas it equals out with poorer gas mileage.

The levels of gas are classified by where in the silo they extract the gas from. Gasoline used to be junk and they would dump and waste it everywhere. When it all separates in the silo, the junkier section of gas is the regular and the premium is just another, finer quality section.
