Please note the reason heavy Canadian crude oil is to be sent to many of the Texas refineries is because those refineries are among the few that can refine heavy "tar sand " oil. Right now they are refining tar sand oil from Venezuela. And BP's Whiting Indiana refinery is undergoing $4 Billion expansion to handle more heavy Canadian crude. It will be a good thing when Canadian oil replaces Venezuelan oil in those Texas Refineries and be made into gasoline for sale in America.
